The latest Wikileaks publication focuses on a document from the CIA's Red Cell. What is the Red Cell?
The Red Cell was created by then-Director of Central Intelligence George Tenet after the September 11 attacks to deal with "outside the box" security threats to the United States. Tenet would later resign in relation to the Iraqi WMD scandal.
According to the CIA's own info page, the Red Cell exists to provide think-pieces on ongoing international situations, rather than to actually craft CIA policy.
The Red Cell seems to focus on issues of public opinion, such as the power of apathy among a populace to enable its government to engage in military action. The group also expores ways to shape that public opinion.
Wikileaks has published Red Cell memos in the past, such as a CIA report on building up European support for the Aghan occupation.
