US immigration laws have become so lax in the past 30 years that the gates have been open without much scrutiny over who visits and who stays. If you read the immigration law and policy, there are certain standards for permitting people to immigrate.

In part, admittance is based on quality standards, and in part on hardship and circumstances.

A modern immigration policy would recognize the following factors:

The USA has a certain limited capacity to support immigration. (The capacity varies over time based on economic needs and population size and demographics.)

The USA should have a policy defining the ideal ratio of population size and demographics to national resources including but not limited to capital, clean air and water, energy and other materials including infrastructure.

The USA immigration policy would track US competitiveness to determine the need for people with certain skill, knowledge, and experience.

The USA immigration policy would factor the legacy and backlog of the current illegal population and specify time corrective action: expeditious processing 1) to accept or 2) reject for deportation.

What is the current law and policy and how does it address these requirements? Get cracking Mr. President and Congress, this is a high priority for your immediate attention.

Now, as for the question, the meaning of “home grown” terrorists? People from Islamic heritage should be scrutinized, not to pick on Muslims, but to address the statistical and historical fact that Muslim nations are the primary source of terrorism confronting the USA today. The Muslim religion has characteristics that are uniquely bent toward advocating religious control over government. That is counter to the beliefs of the USA. Therefore, on that basis, Muslims should be treated differently with regard to how they are processed for admittance as visitors or for immigration.

In the story below, two men are Americans of foreign heritage, one Moroccan and the other an Algerian. What were the circumstances that led to their citizenship? Was the process of admittance faulty? Before we call them “home grown,” let’s understand the facts. Just because they are living here now, may not imply there being “home grown,” though they may have developed their corruption to an actionable state while living here. What is the source of their corrupted and illegal behavior as terrorists?

“Two Men Arrested Over Alleged Synagogue Plot in New York

Two Americans have been arrested by New York City police for allegedly plotting to attack a synagogue in the New York area, Fox News has learned.

One source described the case as the latest example of “homegrown” radicalization. The two men were identified as Mohammad Mamdouh, of Moroccan descent, and Ahmed Serhani, of Algerian descent.

Serhani allegedly made a general statement about wanting to attack a synagogue –- though no specific synagogue was mentioned, according to initial information obtained by Fox News. With a history of drug dealing, Serhani was hoping to make enough money to purchase weapons and possibly explosives for the attack, one source said.

The plan, however, apparently never became operational, and the pair never acquired weapons for it, the source said.

Serhani and Mamdouh are now being charged under a New York State terrorism law. Federal authorities usually prosecute terrorism-related offenses, but they declined to do so in this case.

The New York Times and WNBC-TV report that the Manhattan District Attorney's Office plans to release further details about the men later Thursday.

New York City police have been on high alert for threats to the city since the U.S. raid that killed Al Qaeda leader Usama bin Laden over a week ago.
