What is the meaning of “not guilty”?

Jared Loughner entered a plea of “not guilty” which means he and his lawyer believe that the city of Tucson and state of Arizona have become blinded by the sunshine, apparently.

Oh, it must be the first one: “legally blameless; "he stands acquitted on all charges"; "the jury found him not guilty by reason of insanity.”

Well, let me tell you, I don’t care if he is locked in prison or locked in an asylum, just so he is locked up. Furthermore, I want to see an investigation into whether his parents or anyone else shares in legal responsibility for supporting this criminal – whether he is sane or not.
