Why Is Delaware’s Technological Weapons System Still Active?

I have a question and I would appreciate it if someone who has the answer would enlighten me so that I can pass it on to others who are curious as well.

 Why is it that this system is still on? Why is it that those in positions of authority have not moved to de-activate this directed energy, electromagnetic, electronic, surveillance, neurological, mind control weapon that Delaware allowed to be activated in March 1997?

Why do all of our elected officials here act as if this is not happening? Why do they all refuse to do what they know would be beneficial to their constituents, the surrounding states, all visitors and to humankind?

I know that there has to be a reason why they have feigned ignorance, yet even after being made aware they refuse to properly address the issue and stop its use.

In 1997, I began making elected officials (state and federal), civil rights and human rights organizations and activists, community activists, attorneys, concerned citizens and a host of others that I will not go into at this time aware that the Department of Corrections had activated and was allowing its officers to use a system that violated the Constitutional rights and privileges of many individuals.

At that time I was unaware of how far reaching and expansive the use of this technology was and of all of its capabilities.

But, I was wise enough to document and to make my objections known by petitioning the courts attempting to resolve the matter through legal avenues, naïve to the fact that there are many within the court systems who are working in concert with the powers that be to thwart the efforts of those who are opposed to its use.

Delaware is home to the new vice president who promised the people of Delaware that he would not forget about them. So can someone explain to me why the vice president has turned a deaf ear and a blind eye to all that is occurring here to the residents and all visitors?

I know that I made him aware in January 1998, but I am sure that he would say that he had no prior knowledge. I will not argue that point (but I do have proof) but even if you just became aware, you are the vice president and this is the state that has placed its faith in you since 1972, and is where your home is so why haven’t you taken the time to have this stopped and/or investigated?

Do the people of Delaware mean so little to you that you will not take action to force the guilty party/parties responsible to terminate the use of their equipment on innocent civilians who have been relegated to the status of non consensual human test subjects as a result of what is being allowed in Delaware.

It is admirable that you are an avid supporter of our law enforcement organizations here in Delaware, but to allow laws to be broken via this technological weapon system is contrary to all that you are suppose to be supportive of and an advocate for.

I had contacted the Delaware Department of Justice in 1998, and a DAG named Mark Conner responded and requested that Internal Affairs of the DOC investigate my allegations concerning the correctional officers. (No results of any investigation were ever made known to me and now I know why.)

There has been four (4) civil rights complaints filed by me with the District Court of Delaware since 1997, and every one has been denied by the same judge. Some might say that it is merely coincidental that each one ended up in his hands to be decided but I would beg to differ.

I vehemently reject that it is coincidental and that despite my request that he recuse himself he stayed on my last filing and determined its fate.

Something is truly amiss here in Delaware and its implications stretch beyond its boundaries.

I have driven from Cambridge, Massachusetts to Jacksonville, Florida and I have had total strangers look and respond in a manner that indicated that they were feeling the effects of the system that was activated in Delaware. They said things attempting to provoke me due to receiving subliminal messages which is what the perps have done here from the beginning. 

There are some who state that this is part of a global network and that it is necessary for its activation to remain to enable what awaits humankind in the future.

If anyone was to tell me that it could not be terminated I would have to tell them that is a lie because it was terminated briefly years ago and there are others from elsewhere who have told me that theirs were shut down for periods of time as well only to be re-activated.

Vice President Biden, you are the first person from this state to have risen to such a lofty office and to that you have President Obama to thank, yet you still refuse more than 11 years after my first appeal to you to intervene on behalf of a citizen of your home state.

It is now common knowledge here that my allegations are truthful yet no elected official in Delaware or from Delaware will step up and do the right thing. Why?

There are some here who have said that this technology is only impacting me and if that is so then why am I being denied my constitutionally guaranteed rights and privileges?

Am I a terrorist? Am I an advocate for the overthrowing of our government? To those two questions I answer emphatically, no.

And as for those who say that I am the only one, there are tens of thousands throughout the world who have voiced opposition to being targeted and here in Delaware my last civil rights complaint was class action plus there are many who experience the effects of this technology but are totally unaware of what is occurring to them.

On one occasion I was talking with a woman and I asked her about dreams and she replied that she dreams all of time. I asked her about her dreams and found out that they were movie like, in color and that she could awaken and when she returned to sleep it would begin again where it had stopped. Those are artificially induced dreams.

Delaware is in need as are all of the other states of the United States and you are now the vice president of the United States.

I had the pleasure of speaking with a woman who I will call Pam and she said that her group had met with you when you were seeking the nomination for the presidency and that you had told them that if you ascended to the presidency that the issues that they presented to you would be addressed. Their issues are related to what is occurring here.

During our conversation she told me that I should make you aware because you cared and would do something. I will be sending a copy of this to her.

This is an open appeal for intervention on behalf of the people of Delaware, the United States of America, inhabitants of the Earth and for all of us because we are all non consensual human test subjects who can be manipulated and tortured via this technological weapon whether we know it or not, whether we approve of it or not and regardless of our party affiliation.
