Kausalya Devi has put her wooden cot under a large tree on the bank of a pond,popularly referred as "NabiPokhari".That Cot has been her home for more than six months now.The vagabond boys of nearby houses keep jumping and playing on it whenever she is not occupying the cot herself and is away from sight.As a result two legs of the cot have displaced from their position making it tilt sideways.She can be seen and heard adjusting them before using the dilapidated cot.Once perched atop it, she keeps gazing at her completely broken house for hours,daily.
Mohit Narayan Jha,the husband of Kaushalya Devi,was working as a Bus Conductor.He used to blow up all his earnings on Country Liquor.Still, Kaushalya Devi brought up her four children.Girls were married and boys left home after marrying too.Five years back her husband fell ill and she took the responsibility of the household.She was helped by the villagers and she nursed the illness of her husband till the last hour.But he died, leaving Kaushalya Devi to fend for herself.Her children expressed their helplessness to help her in any way and instead suggested her to sell off the plot of land on which their house stood not that long before.Determined to keep the legacy of her family she refused to sell the plot and started guarding the vacant area and a few thousand bricks,from that cot under the tree.She is very active,so wherever she goes she is offered food and clothing.She is surviving somehow with her neighbours' help but has no roof over her head,yet. Mohit N.Jha remained ill for years and villagers, especially his neighbours helped his poor and helpless wife during this period.But that was not enough.The concered local officials including the Koilakh Panchayat Mukhia and RajNagar Block BDO were apprised of their situation.Yet no help came forward from any quarter.
Villagers allege that Mohit N.Jha had recovered from the illness but he died due to insufficient food and proper care.Villagers kept quiet because "hunger death" like national shame would have shamed the entire village itself.But the Rajnagar BDO defended the Koilakh Panchayat Mukhia to the hilt when some angry villagers accused him of being a co-conspirator in the misappropriation of the entire development fund meant for the Panchayat. The government appointed supplier of Kerosene Oil refused to give her oil citing the reason that the card was in her husband's name and she could not avail the service unless that it was transferred in her name.That has not been done till date in spite her numerous visits to the Mukhia and the supplier almost daily.
Kaushalya Devi started dreaming about a roof on her head once someone told her that Nitish Kumar,the Chief Minister of Bihar had announced a policy wherein any helpless person like her could get Rs.25000 for erecting a home.There were many people in the village who benefited from this scheme.Many of the beneficiaries were the known bum-chums of the Mukhia and had dubious records.She however was told that she would have to open an account with the Bank and would have to pay a bribe of Rs.5000.She somehow managed to open her account and promised to pay them whatever they asked for once she received the money.Considering her plight, all the villagers have requested the BDO and Mukhia to speed up her case.But her name in the list is still elusive, whereas many members of a family have got this benefit primarily because they are local bullies and booze-companions of the husband of Panchayat Mukhia.
It is noteworthy to mention that though the Mukhia of Koilakh Panchayat is a lady named Indu Devi but her husband Ramashis Paswan is the person in-charge of all the affairs. Villagers, after being fed up with the un-responsive administration have decided to raise their voice in protest and have resolved to wake up and sensitise the concerned authorities.Will the sleeping administration ever wake up? What will be the price for doing so?
