Peter Sutcliffe, the Yorkshire Ripper, convicted of murdering 13 women and attempting to kill seven more want to be free from his 20 life sentence because, he claims, his human rights were violated.  According to his lawyer:

the Home Office disregarded his human rights because they failed to fix a tariff for his sentence.

Samio Chahla, Sutcliffe's lawyer,

Sutcliffe began his sentence in prison but three years later was diagnosed with schizophrenia and was transferred to Broadmoor Hospital. Ms Chahal aims to get Sutcliffe back into the prison system and has requested a reassessment of his psychiatric condition.

The judge told Sutcliffe he would serve a "minium of 30 years", but Chahla does not believe the tariff was formalized.
